PRINCIPLES OF GAPSTM FOR PUBLIC SECTOR AGENCIES with HANDS-ON SIMULATION (GAPS 101)
[OPEN TO THE PUBLIC]
Description
This public, day long session fully
explains the principles, tools, and techniques of the
Governmental Agency Process Streamlining
(GAPStm) program in an informative manner
that is also a lot of fun. As participants learn
about GAPStm, they get to immediately
apply the improvement tools learned to the Permitting
Department of the fictitious city of Acme, OH.
Questions and discussion are encouraged so by the end of
the day, attendees can decide whether or not
implementing the GAPStm
program would significantly benefit their own agencies.
Benefits/Objectives
- Clear understanding of the
difference between value-added and non value-added
(also known as “waste”) activities in a process.
- Basic understanding of
GAPStm Mapping and how it prioritizes
improvement efforts.
- Introduction to the waste
reduction/elimination tools used in GAPStm.
- Hands-on application of these
tools to reduce waste and measurably improve a
simulated Permitting Department process.
- Evaluation of the
GAPStm Program to decide how it would apply
to your particular agency.
- Learn the next steps to
implementing GAPStm .
Who Should Attend?
Public sector leaders and administrators seeking to improve processes within their agencies through a collaborative approach are urged to attend.
Note: This public
version of this GAPStm Principles seminar is
designed for agencies to evaluate the benefits of going
forward with implementing the GAPStm
program on a larger scale. We suggest that no more than two people from the same public sector agency attend a particular session since sponsoring an on-site presentation of this course is a more economical option for multipleparticipants (see GAPS 102).
Session Instructor/Facilitator
The
instructor/facilitator for this session will be Asbury
Lockett, the primary developer of the GAPStm
Program. He has been actively involved in the
GAPStm approach to process improvement since
the early eighties. Asbury spent over a year researching
and developing the Acme City Permitting Department
simulation used in this course. A highly
experienced trainer and facilitator, he has taught a
variety of courses related to the GAPStm
tools. Asbury has also helped successfully
implement process improvements via the GAPStm
approach in numerous private and public sector organizations.
In addition to over 20 years of process improvement experience, his educational background includes anundergraduate degree in Industrial Engineering from Stanford University and a MBA from the University of California at Berkeley.
